STATE AND AGENCY UPDATE
Rising Prison Population and Funding Pressures

Testimony before the Interim Study Committee on Corrections and Criminal Code in late August revealed that Indiana's prison population has climbed to nearly 27,000.

Longer sentences and fewer felons being sent to local alternatives are driving the increase, even as overall violent crime rates drop.

Local community corrections and probation programs face steep funding cuts heading into the 2027 budget cycle.

Marion County Lawsuit and Prisoner Transfers

The Marion County Sheriff's Office filed a lawsuit against the Indiana Department of Correction (IDOC) in early September 2026.
-
The suit alleges the state failed to comply with a law requiring convicted felons to be transferred from local jails to state facilities within five days.
-
Due to a backlog of over 250 inmates waiting weeks for transfer, the sheriff's office began moving state-sentenced prisoners to the Carroll County Jail to ease severe overcrowding.
